New cultural policy principles for government

There's a lot of discussion about the need for new, relevant and pertinent cultural policy, although I don't seem to come accross recommendations for overarching principles that should inform such new policy.

In the attached article to be published shortly by Agenda 21 for culture, I’ve written about two such principles.

These are, that government cultural policy:
• Finds value in the process of arts endeavours at the local level, not just in the end product
• Recognises that everyone’s cultural tastes and affinities are as valid as
anyone else’s – as long as human and other rights are not being infringed

Spot on there Barney, LGSA even has a name for it...the dreaded 'minimalist model'. 'The Arts' themselves have a role to play as well, we need to validate the old saying "I don't know much about Art, but I know what I like". We need to get to the place where people can feel comfortable with their personal tastes, without feeling belittled by capital A Arts...

Good points Chris.

I think there are a couple of other challenges that we need to deal with:
1. A perception that art is something that only elites do and that, contrary to the reality, local government spending on arts comes at the expense of other areas like sport.
2. the perception amongst many that that local government = roads rates and rubbish and needs to get back to basics.
